It’s pretty much a filter to prevent spamming, once you’ve posted once it doesn’t apply to you. I haven’t had to silence anyone who has been approved yet, and I doubt I will.
I’m glad you like my old comic, even though it was made with the same characters cut and pasted in each frame. My favourite one is “Earth Day”. :D
